it's what the health board said at their press releases. i'm guessing its a term used by MOH and DHBs sround the country for this sort of crisis situation. Loud noises 10:05, 19 July 2007 (UTC)

In New Zealand it doesn't. We are a small country will a small amount of hospitals. This isn't just about a few hospitals, this is he two hospitals in our captial city not being able to use its A&E dept. properly because it has no staff, thats quite serious. CommanderOne 08:01, 20 July 2007 (UTC)
