When it says "The City of Vaughan wanted to have a motion...", what does "The City of Vaughan" refer to? The city councillors, or popular demand, or what?
- Either the council or the actual staff (The City of Vaughan, Inc.). Generally the official governing body of a town has a capital, the actual geographic area isn't. -- Zanimum 18:01, 3 April 2007 (UTC)
