This "notes" policy is new to me - the last two original/on-the-scene reports were the NYC transit strike and the Inwood kidnapping (see my contrib list), and nobody mentioned anything about this policy.

That said, I do have the audio recording in AIFF, Ogg, and MP3, and I have a few questions regarding upload on my user talk page.
