This is my impression of the event, from my vantage point behind Jubilee Gardens, that is with the London eye and the ex-LCC building in front of me. I got there at eight thirty as the Caravanee was in progress, and was there to take pictures as the Tour developed. I didn't take notes but wrote this article to while away the wait on HP Ipaq PDA. The article here is fundamentally the same as that on my Ipaq, save for the final paragraph (too bust taking pictures) and the short second paragraph on policing. The style on this is semi-casual and "folksey", we're not totally opposed to that - and it is original reporting - so run it through a spell checker and publish.
