It means the results don't bind any delegates to vote a certain way at the party convention; that determination will be made in each state, as I understand, by a later contest (because if it were made now the state would get only half as many delegates). So Santorum doesn't have any more delegates now than he did before these three contests.
Fascinating. So the info box at Republican Party presidential primaries, 2012 was wrong when I checked it yesterday saying Santorum had about 70 some odd delegates, but looks like it was corrected today I guess. Shrug.
