I remember performing this block. I performed it after is was alerted in IRC; Tempodivalse informed me that this account had created a strange userpage (I don't remember the exact description or what it contained). At the end of the day, Tempo made a mistake, but the real mess was mine. Xe likely just glanced at it then sought a second opinion; as the person actually blocking and deleting it was my job to see to it everything was done properly.
