Should this user be unblocked?

Tempodivalse has reviewed Psalm Tours's request to be unblocked, and the result was declined.
The reason given by Tempodivalse was: Per our user blocking policy the sharing of a single account by multiple people is prohibited, see [1]. You are welcome to contribute to Wikinews, but there must be only one person to an account, and vice versa. Please either explicitly state here that the account will only be used by a single person, or otherwise create a separate account for each person willing to contribute.
Further debate can proceed here, however, the administrator's decision may be final, and the result of administrative consensus.
