Expandable comments in the margins - for beginners (no wiki code or markup knowledge required)

I have expanded the invitations to discussion around Wikimedia's different projects. This was to make sure that anyone interested can and does join in. The idea is currently called "Sticky notes". The lead of that page provides a summary.
