I'm afraid "confirmed the destitution" ether doesn't mean what you think it means or is POV. At present the phrase very poetically implies that the police men themselves will be punished for acting irresponsibly, but this requires some consideration to deduce. So questions include : Is Cuevas merely condemning the irresponsibly of the raid? If so he is claiming or asserting, not confirming. Or has he said that charges will be pressed against the officers?
