In the majority of cases, images are taken from Wikimedia Commons. That has a reasonable search facility. In cases where you are unable to find something useful there you can widen your search and look for appropriately licensed images on flickr. Images marked as non-commercial or no derivatives, regrettably, cannot be used.
In addition to Commons where only freely licensed images may be stored, Wikinews has local upload for fair use images. The full policy on this can be found at WN:EDP. If you are struggling to work out if you can use a particular image under these rules I would recommend contacting Adambro on his talk page. As he is also a Commons administrator he knows quite a bit more about some of the intricacies of copyright law and fair use. --Brian McNeil / talk 09:31, 27 March 2008 (UTC)Reply
