It is hidden

As such, it's not easy to spot it when deleting a disputed article - some people don't have hidden categories enabled, while some just don't check the categories of each article they delete, because it's ineffective. We probably could try to make it easier to realise that an article doesn't qualify for deletion even if it's tagged.

Shall we create a banner to add it to the top of unpublished articles? What are your suggestions on working around this?
