Contradiction

I haven't read the sources, but there seems to be a contradiction in a municipality having a law that appears to ban limiters in winter, and not mentioning that law in its press statement. To help readers (like me) who get very emotional when they read something like this: could you delve a little deeper, please, or otherwise address the contradiction? I don't think the article mentions that the power company is owned by the city government which would be a good start.

(by the way - thanks for explaining limiters clearly - I had never heard of them)

Apparently the ban is not imposed by the municipality, but by the state; however, the state ban doesn't apply to municipally owned utilities like Bay City, which aren't state-regulated. I added a source clarifying this. ~Planoneck~ 16:50, 28 January 2009 (UTC)Reply
