Verifiable?

As I read it, BP denied that the Board had taken a decision.
The NYT seems pretty sure of its anonymous source(s), enough to say "expected". However, the BBC put its headlines in quotation marks.[1][2]
Does our future tense headline and story express sufficient uncertainty about the expectation? I don't think so, and I will offer an alternative for review.
