Comments by reviewer: The article should start with a lede that conveys the essence of the focal news event, by succinctly answering as many as reasonably possible of the basic questions about the event. Then the article proceeds to paragraphs of further and increasingly peripheral detail, in inverted pyramid style. Here, the focal event doesn't even appear until the second paragraph. The first paragraph is devoted to a great deal of detail, expanding on a news event that hasn't even been explained yet. The first sentence is extremely hard to understand; I had to read it several times to figure out what it might be intended to mean. It piles on dependent clauses, in a manner that a good lede wouldn't do anyway, because a good lede gives only the core essence of the event, leaving elaborate details to later paragraphs. The basic questions are how we sort out which elements are so fundamental they should be in the lede. Questions about the above? Ask.
