Comments by reviewer: An excellent start to what I'm confident will be an excellent article. However, the 2nd paragraph consists only of two sentences. The 3rd paragraphs consists of only 1 very long sentence. Generally speaking, the lede needs to be stated in somewhat simpler terms. "[...} after the Philippines deposited its ratification of the convention [...]"- -that's probably some sort of Euro-English turn of phrase, but for a red-blooded American fellow like m'self, I'm left scratching my head as to what that REALLY MEANS.
