Grammar question[edit]

Should the "no vote" in following statement "Lee was the sole no vote..." by hyphenated and also enclosed in quotes? As written, it's a compound modifier of Lee, so I think it should be hyphenated. A Wapo article uses similar verbiage and the author there just enclosed the "no" in quotes[1].
