Comments by reviewer: The lede does not appear to answer the basic question of when the event occurred. Looking at the sources, I'm afraid the introduction of the program is not fresh enough; the event has to have happened within last week, with fresh details within last 2-3 days. (It's usually preferred to have the event within last 2-3 days too, but not required.)

Additionally, I note that it may be possible to refocus the article on the fresh event — the ban on sale of plastic bottles — rather than the Safer Consumer Products program program that was introduced over 2 weeks ago.
