Fair use

I had to delete Image:Terri Schiavo.jpg, as it lacked a proper fair use tag. I recognized it as an image that was frequently used on CNN; as such, it is almost certainly not legal for us to use it as fair use (the context is competitive). Wikinews distinguishes between free media (under free licenses) which can be uploaded to the Wikimedia Commons, using the "Upload free media" link, and fair use media, which can be uploaded locally. However, fair use is very limited; the list of exceptions where we allow it can be found at Wikinews:Fair use. Generally, when it comes to images from other websites, when in doubt, it's generally best not to upload them, or Wikinews could get in trouble for violating copyrights. Help !
[edit]Note to other English-language judges: I feel I am doing a disproportionate amount of the judging of English-language articles. Ideally, I would like to see all judges render an opinion on all articles in their language. I will not be doing any judging today, so could especially use some help now. Also, please respond to the issues I have raised on previous dates in the Judge's Forum:
