Add topicGross human rights violation capitalization
[edit]The en.wn quote pulled from NBC reproduces the capitalization of "Gross Human Rights Violations" as present in the NBC article. I'm not sure why NBC capitalizes that term. The US DoS fact page on the Leahy Law does not capitalize the term.[1]
According to the Chicago Manual of Style, you can change capitalization within a quote.
I think the use of capitalization here is distracting. What do others thing about making the phrase lower case?
