  • Use inverted pyramid style. Starting with a lede that answers as many as reasonably possible of the basic questions about the news event. That's not the case here, clearly; the news event, whose occurrence makes the story fresh, is clearly defined by the headline as the call for a no-fly zone, but that isn't even mentioned in the article text until the third paragraph.
