All this needs to be clarified into the first sentence, which in turn should constitute the entire lede paragraph. To have the headline and first sentence be indistinguishable is nothing but a waste of space. At least some elaboration is expected given the wealth of information provided by both the AP and The Guardian; this article includes naught with respect to quotes, the process or even its significance beyond its size alone. Most recently published sources first, please. Whilst not required, an image (readily available on Wikimedia Commons) / template box (environment) greatly add to an article's utility. Overall, I hesitate to publish an article which I believe has not been paid an adequate attention. Questions about the above? Ask.
