NPOV & style

"wife of [the] state Republican Party chairman" What's his name? "The private-administration entity may also earn money" first of all, is private-administration re: the self-governing district, or the state government board? 'May' as in empowered to, or as in 'might'? "rising congressional success for a governor"??? Eh? "ability to bridge cultural and political differences". Nuance this, please.
