It looks like NickServ Ghost is likely the answer to my problems. So, why did you invite me not to edit war (other than that it is a good idea generally)?

Re your opposition to my 3RR proposal...

...a rhetorical question: if admins adopted a policy of "when in doubt, don't" towards giving a 3RR block, how would the problems anticipated by cspurrier and brianmc come about? Much of the opposition assumes that the current zero-tolerance, shoot-from-the-hip, ip blocks are themselves in policy, which they are not. The change would make bad blocks less likely.
