The template uses a local image if available, and otherwise displays a missing-image message and adds the article to Category:Pages with broken file links; therefore, a DPL for one of these cats without the other lists either articles that don't use the template but could, or articles that use the template but needn't. To remove an unneeded call to the template, simply replace the surrounding template call with double square-brackets. Thus,

would become
